What file has code that limits add/edit access

I just uploaded this to our Magento ce 1.9.2.2 and the user I login with has "all" permissions set on the role yet I am not able to see the add/edit reports link in the special reports drop down navigation? So I want to find the file that limits the add/edit reports link to a specific role and just comment it out. What file would this be in?
