Setup an Angular framework to manage the web interface

Current the web interface is very simple: it just shows all the rooms that the bot has joined and an input box that can send a message to our ChatOps WeChat admin room.

It would be better if we can:

  1. Setup an Angular Web System
  2. Setup a Web API Interface (Swagger would be good)

To be implemented.
