Kubernetes 集群用户自助管理

期望：允许用户自己接入 K8s 集群并管理，不需要管理员介入

  1. 添加集群管理
  2. 创建比赛时需要绑定某一个集群

添加集群时应该配置平台可访问的公网 ip（可以是多个），需要和这个 issue 一起考虑 https://github.com/kaiyuanshe/open-hackathon/issues/725
