Custom Init System

C3os supports flavors that use both openrc and systemd. This can make packaging reusable plugins difficult as they have dramatically different configurations. C3os should create it's own init system or an abstraction of the init system that supports the intersection of openrc and systemd. This would allow images to leverage bundles more and be more extensible at run time.
