make pipeline for framework aware of backported versions

When opening a PR for a framework image, there's a list of the changes in packages which is really useful, but because of the way we overlay backported versions, then the system is not aware of the actual final version but just what it thinks it has in the versions.yaml. This can be quite confusing when generating the framework image but even more if checked later on long after the release has been made
