Antlr4BuildTasks frequent problems in downloading antlr4 jar with `TargetFrameworks`

We have very frequent antlr4 jar download problems in a project targeting multiple frameworks.

I am wondering whether there is a potential race condition under this circumstances like previous JRE download issue (#48).

Please let me know your thoughts. Happy to contribute code as well!
