Add Docker image description for DSE images

In Docker Hub, there is no description for the DSE images published by this project (datastax/dse-mgmtapi). This can be confusing to those looking for DSE images as they can also find datastax/dse-server images. We should add a clear description in Docker Hub for the images this project produces and try to make it easier for people to understand the differences.

Bonus: If it will not affect cass-operator users, perhaps we should move where the DSE images are published by this project (suggestion was to move it under the labs account), or just make the Docker repo private.
