Updatecli PRs should include reviewers and labels

We need to make sure that the PRs generated by Updatecli have the k3s-io/k3s-dev as a reviewer. We need to make sure that the PRs generated by Updatecli have the kind/updatecli label.

Adding labels is now a native feature of updatecli, as for maintainers we should use the CODEOWNERS file to enable that for any PR created.
