Support no-hooks flag
Adds noHooks to the HelmChartSpec, to allow setting --no-hooks on helm operations.
Fixes https://github.com/k3s-io/helm-controller/issues/97
One of the e2e tests timed out. Locally they are running successfully. Maybe it was just a glitch in Drone. Is there a way to rerun the tests?
