These manifests are essentially unused at the moment, as both K3s and RKE2 deploy the helm controller embedded within the cluster, and manage its RBAC accordingly. The CRD defs are also managed directly by the controller itself, so the definitions in the repo are probably out of sync with the actual Go type definition.

If you'd like to consolidate your PRs to bring the various manifests up to date and make them usable that would be much appreciated.
