Make dynamic configuration a default

Currently dynamic config is not on by default. Its been out for a while so let's make it on by default.

We should check if we can enable it "conditionally", meanings:

  • for new installs it's on by default
  • for upgrades its:
    • off by default if it was not excplicitly enabled previously
