Add integration test that reboots workers and controllers

We should test that the worker and contrller comes back up after a reboot.

@ncopa Do you have any ideas regarding the order of the reboot?

Should we test one at a time, all at the same time, or both? If we reboot all at the same time should the controller come first, after or it doesn't matter?
