Support mqtt v3.1.1 versoin

I need the mqtt v3.1.1 version client on my production envirement

Hi @Lupino, I haven't really touched this package in ages (or any haskell at all really) and will not do any updates necessary for newer versions myself, but I might accept a pull request.

I built a new client on the 3.1.1 spec (on conduit, with TLS support) and published it as http://hackage.haskell.org/package/net-mqtt

(respect to the author, but I took the statement of a lack of interest as an opportunity to learn more about MQTT myself)

I also used net-mqtt with success. @k00mi, I was wondering (also with respect), if it's possible to deprecate this package on Hackage in favor of net-mqtt? Just so the community is not confused...
