What would you like to see implemented?

Create a controller to manage neutron QoS, and update the existing networking controllers that can make use of it (Ports in particular).

There's demand for it in CAPO, see discussion in https://github.com/kubernetes-sigs/cluster-api-provider-openstack/pull/2800.
