Consider using pyDEA as the engine

pyDEA has a well-developed engine already, though it doesn't have an interface to pandas, or any other native Python objects. It also doesn't handle constrained weights. However, it may be worth exploring using their core module as the engine and wrapping it in a pandas-friendly interface.
