We should still do this as we are adding more 100+ qubit backends to the paygo channel, as well as moving more workloads there.
I think for now we can just query the job inputs until the ntc issue is fixed. If the job has completed, the version number is also in the results.
I agree this would be a nice feature. Probably will need to wait for https://github.com/Qiskit/qiskit-ibm-runtime/issues/887 first though, so we know which sessions are actually active.
Exactly what kind of per-shot running time are you looking for? If it's just gate time (i.e. time needed to process all the gates), then you can already calculate that...

You are correct that simulators are still available via the lite plan in the IBM Cloud channel.
