Hidden files cause problems for some users

Because hidden files are hard to work with for some users, we should make the .webapp.ini files not hidden and just user webapp.ini instead.

From Marco: A practical issue I ran into on Mac: . is protected and hidden. Took me some time to figure out how to work around it. Would webapp.ini suffice? Or is that really ugly?
