Firebase deploy script

For customers who want to deploy manually, create a firebase deploy script similar to the existing github spaces script. Prompt for the default and allowed configs if the local setting file doesn't exist. Ideally this would be something even simpler and more error proof than following the manual CLI instructions from Google.
