permission access based on language

The current permission schema have only edit/config method.

it will be cool if edit it's limited to a subset of language ie: role = english_manager permission = edit_en role = italian_manager permission = manage_it

also, adding the ability to commit/update only certain language will be necessary for this kind of patch, so the edit_en can update & commit only the en folders
