Update Chrome build to ManifestV3. Bump to 3.0.0

  • V2 was deprecated by Chrome so the extension is currently blocked for everyone. This should get it running again.
  • Firefox hasn't deprecated V2 so I've tried to keep that unchanged but we may need a follow up CL to get this working on Firefox.

Tested: Manually tested on Chrome, didn't have time to test Firefox. @s-km feel free to patch and test this. The firefox manifest looks semantically identical to the current one that gets generated from master.
