Update .yml with Extension ID on Creation

Fix npm i --legacy-peer-deps in GitHub Actions

`npm i --legacy-peer-deps` is a band aid solution. Need to resolve dependency conflicts or switch GitHub actions back to Yarn.

Config CEP Panel Icons should be setup to be included by default.

Duplicate includes when modifying index.ts

In dev mode, when the `src/jsx/index.ts` file is modified, any ES includes are duplicated.
