將粉圓提交到 Google Fonts，方便大眾使用，並提升字型能見度

依據 https://github.com/google/fonts/blob/master/CONTRIBUTING.md#new-families 的說明，將 open 粉圓提交到 Google Fonts 上，讓更多人可以更方便的使用「jf open 粉圓字型」。

順便充實一下 Google Fonts 正體中文清單: https://fonts.google.com/?subset=chinese-traditional 不然現在只有 Noto Sans TC, Noto Serif TC，看起來很虛弱。

卡在 Reserved Font Names 這件事情，因為作者有下 Reserved Font Names，而且粉圓包入的西文字體 Varela Round 也有使用到。

至於 Reserved Font Names 是 SIL OFL 授權為了保護原創字體的一個作者可以選用（但不必要）的條款，限制其衍生著作不能使用其名稱以免混淆視聽，但也在開源圈引起爭議，有一個原因是從原始碼編譯出來的字體，或是字體的子集不能使用該字體名稱。Google Fonts 至少也會為了減少字體大小，拆一部分字體散佈。

另外， #4 也是條件之一。

问题：据justfont宣传，西文Varela Round也是从Google Fonts找出来的（这里），虽然有RFN但是还是上得了Google Fonts。这情况可以参考吗？
