[FEATURE] add `upsert` endpoint to `cards_info` table

Feature Description

Currently there is only read endpoint available for cards_info table. It would be useful to add a upsert endpoint which would

  • Insert the row if the card_iin is not present
  • Update the fields if card_iin is already present

Possible Implementation

Similar to the get endpoint.
