ProdIntent changes for providing context of product_type and also converting it into merchant-scope from user scope.

Merchant account table needs to be moved to the common accounts schema
Need to point v1 deployment to v2 dashboard metadata table if possible or move dashboard metadata to a separate common schema.
Migrate v1 dashboard metadata data to v2 dashboard metadata table (or the common table in the common schema)
Deprecate the v1 dashboard metadata route, and use only the v2 dashboard metadata route
