feat(infra): add Node metrics dashboard in grafana

We can create a dashboard using the https://vector.dev/docs/reference/configuration/sources/host_metrics/ metrics which we scrape for

Ideally we can find an opensource dashboard which we can mount as a static config.

This should monitor the node memory/CPU/Disk/Network resource utilization

Sure you can refer to how to create a dashboard on grafana with adding sources ( prometheus in this case ) https://grafana.com/docs/grafana/latest/getting-started/build-first-dashboard/
