macOS: Action to hide/show titlebar

Related to #421. This is strictly:

  1. A menu item (w/ optional shortcut key) to hide/show the titlebar. Enabled for macOS only.
  2. The ability to hold Cmd/Ctrl when clicking/dragging on the viewport to move the window. Enabled on all platforms.

I have no interest in developing it further than this (e.g. auto show/hide based on cursor movement), so you may consider this a proof of concept or starting point if nothing else.
