'jupyterlab-language-pack-zh-CN' was added to the 'environment.yml' file but the new language was not displayed in the website settings

Thanks for opening an issue, as it's technically not a "kernel requirement" can you try to add this to the build-environment.yml instead? I wonder if there is something that prevent it to work when added to the environment.yml.

I tried adding it to build-environment.yml, but there are still no additional language options in the web settings.
