"Click to add a cell" is not expanded to the full cell width on small screens

Reproduce

  1. Open notebook
  2. Resize the browser window to small enough width
  3. Hover over notebook footer
  4. See add cell button not cover the full width available

Expected behavior

Add cell button expands to cover the width available

Context

  • Browser and version: Chrome
  • JupyterLab version: 4.2.2
