Up and down arrow keys do not work in chat input

Description

The up and down arrow keys cannot be used to navigate the chat input. The left and right arrow keys seem to work, but not up and down.

I've encountered this bug in both v2.19.0 and v2.20.0.

Expected behavior

The up and down arrow keys should work for keyboard accessibility.
