Gitops ( FluxCD ) Installation with template YAMLS

Firstly, I apologize for the delay in submitting this PR. Configuring the local build of the documentation proved to be a bit challenging, requiring additional time to ensure proper setup.

Changes: In this PR, I've introduced configurations for FluxCD base install infrastructure YAML templates. These templates establish the groundwork for deploying JupyterHub using FluxCD, enhancing the deployment process and bolstering system reliability.

Future Plans: Moving forward, I plan to submit subsequent PRs in smaller, more digestible pieces. This approach will facilitate easier review and reduce the likelihood of overlooking details. In the coming future , I will be submitting more prs ( mostly about customizing the resources with templates , GPU resources for Flux ). After we are done with flux , I can start working on ArgoCD.

And feel free to edit anything ( or ) let me know if any edits are needed!
