tljh-config item for user-specific root dir

Proposed change

Add config-entry for specifying the root dir for specific users other than their home directory. So if user A has a folder called my_dir in their home, we could then set their root dir to /home/A/my_dir, so that in the file-browser in the opened app that would be the root.

Who would use this feature?

It would be useful for users which have specific folders for day-to-day work, and necessarily need to have other stuff in their home dir which they don't need to interact with regularly.
