Merge drag.ts changes into core

Merge changes from the modified drag.ts into core. The changes allow the drag image to be offset from the cursor.

Note: The existing drag.ts file in this repo shouldn't be merged just yet. The changes should be made more performative and the documentation needs to be updated.
