Conditionally change GRUB_CMDLINE_LINUX

Instead of always changing the GRUB_CMDLINE_LINUX setting, we should check to see if cgroup_enable=memory and swapaccount=1 are already set. For Rackspace's base images, they now have this set which means we don't have to do a reboot on deploy anymore.
