autoscroll to the top

While typing the code in cell. Sometimes JupyterLab auto scrolls to the top to the first cell to be written on.

@AshrayK Thanks for opening this issue! Which version of Notebook are you using, and is real-time collaboration (RTC) enabled? https://github.com/jupyterlab/jupyterlab/issues/14106 concerns a similar issue with JupyterLab and RTC on.
