Support smart redirect based on file extension, using jupyter_server.base.handlers.get_service_name

@cailiang9 Thx for opening this PR. Could you create an issue where this feature would be discussed? I kind of understand the intent, but it would be great to have more context and other opinions on this. (btw this needs a rebase).
