Migrate from bower to npm?

This is meant to continue the discussion from https://github.com/jupyter/notebook/issues/3755.

Should we migrate from bower to npm? Bower is currently working but npm has become the de facto package manger for Javascript, so it probably be better to use npm in the future, but how much work would it require to switch npm?

Moving to the nbclassic repo since this will likely be the place where this would be implemented.

But it might not be worth it in the end, so feel free to close.
