Add instructions for installing Jupyter via IJulia

Hey folks! I thought it would be helpful for the Julia install instructions to be made available, not sure if having it's own section would make sense or not nonetheless it would be good to have it here.

I think this page is meant for just the basics of installing Jupyter without mentioning any kernels specifically. We could add mention of IJulia to the kernels installation page here perhaps: https://docs.jupyter.org/en/latest/install/kernels.html

I think that page could be fleshed out a bit more - maybe one major section for each of Python, Julia, and R, with brief installation instructions for each and links to the kernel documentation for more information. Would you be willing to give that a shot? I'm happy to review
