Cannot reliably spawn singleuser notebooks on Azure Kuberenetes Service/KubeSpawner

Hey guys I'm having some issues reliably spawning singleuser pods with jupyterhub on AKS (azure kuberenetes service). Thought I might post here and see if anyone has encountered this issue before.

What I'm trying to figure out:

I'm not sure where to look or what to do to get more info on this problem. I've looked around quite a bit and cant seem to find an issue/post which fits the profile of my problem just right. I also am not seeing a lot of feedback in the usual places I look like logs, describes, etc.
