SGML language support

The file viewer feature of Jupyter includes a Language item in the menu-bar. Many syntaxes are supported, including XML. However, SGML is not an option. Some SGML is not parsed correctly when the XML selection is used. It would be useful to add SGML syntax highlighting support to Jupyter.
