We should implement Security.txt

@blink1073 Hey Steven, I wanted to contribute to this issue. I looked upon the internet about security.txt files and I did generate one from an online website but someone it matches the contents shared by you in the example provided (because I used the same email and encryption) I am not too sure what I need to do here so could you please give me a quick start on what exactly I should do to resolve this issue. Thanks!

Hi @spiyush0212, I think for now we can use the same contents as the one on the main site. I opened https://github.com/jupyter/security/issues/3 to track how it should be handled in general.
