Empty "Section Navigation" in user docs

Description

The left panel of the user docs (for example, this section: https://jupyter-scheduler.readthedocs.io/en/latest/developers/index.html) contains a mostly empty section, with nothing under "Section Navigation". Similar issue was reported for Jupyter-AI: https://github.com/jupyterlab/jupyter-ai/issues/655
