Configurable trait for running jobs scheduled in the past on server start

I think the way to handle this is to allow a configurable option in our backend that allows users to specify the maximum "staleness" for a job. If a user picks 24 hours, when a server restarts, it will only run jobs that were scheduled to run in the trailing 24 hours and not further back than that
