Add tests for the nbresuse endpoints

Let's add tests to make sure the nbresuse endpoints are covered:

  • /metrics (for now, to be deprecated and then removed in other versions)
  • /api/nbresuse/v1 when it is introduced

There can also be tests to check that the metrics are also reported to Prometheus.
