Control Panel automatically opens when the visualization is refreshed

If the control panel for the robot joints is closed, this will automatically open whenever there are any changes to the URDF file. The panel should stay open or closed depending on the user's preference.

The "Close Controls" button which by default should sit at the bottom of the panel, now sits at the top hiding the "Scene" folder. Without the automatic opening, it is not possible to change the background color.
