Improve customizability and control of icons in upper-right corner of the page/article

The icon bar

disappears from the screen when scrolling down. When spotting a issue and trying to find the "edit this page" one has to scroll up. Moreover, a colleague couldnt find the download source page. Also, some of the icons seem redundant: both the rocket and jupyter notebook icon.

It would be interesting to get more control of this icon bar: exclude icons, or including new ones. Also making a fixed position optional.
