I've got the same bug. I use WSL Ubuntu 18.04.2 LTS bionic and vim.
I had the same issue. No plugInstall, plugUpdate anymore and this other issue: https://github.com/neovim/neovim/issues/11033
I fixed everything with this line in my ~/.config/nvim/init.vim
(or .vimrc)
let g:loaded_clipboard_provider = 1
I installed the git package or cli and changed the shell to ohmyzsh but doesn't work and PlugStatus doesn't working, too.

FWIW, I have the same problem when running vim/neovim under iTerm2 (MacOS). However, when I use the Mac native terminal command, PlugUpdate works just fine. Go figure.
