Feature Request: Sandbox for Effects

Like: Actions.mySandbox.increment()

Example: Actions.mySandbox.myEffect()

I like this. We could use the same approach @tannerlinsley used for Actions. Tanner what do you think?

@comerc, This would be be a useful feature, any progress? I will look thru the code and see if I can implement this tomorrow. If I get anywhere, I will definitely submit a PR.
