Proper command for using the 'prompter' project

I am currently trying to use the prompter project. I have tried using the ../julius/julius/julius -C julius.jconf while inside of the ENVR-v5.4.Dnn.Bin folder, however, it simply runs speech recognition on the example mozilla.wav file. What is the proper command for running Julius in server mode?
