Support #region #endregion for code folding

I originally raised this issue here: https://github.com/mauve/vscode-terraform/issues/224 but was told I should raise it here instead.

Code folding is very useful for larger files, so please could you be looked into?

I think this moved over to the official Language Server https://github.com/hashicorp/terraform-ls/issues/105
