Initiate renv

This is take it or leave it, but it might simplify collaboration if we use renv, especially since there are a few niche packages in use (ie silgelib).

I'm going to leave unmerged for now 😬 and I might just try to take out things like silgelib instead to make it easier for folks to run themselves. Certainly nothing like that will be in the model API.
